A Bouillon Soup Bowl is almost small enough (3.5 to 3.75 inches in diameter) to be perceived as a fancy Cup. Add in the fact that it is often accompanied by a companion Saucer, and you should forgive the confusion and understand why it is often also called a Buillon Cup. 

Cream Soup Bowls are a little larger than Bouillon Soup Bowls which are designed to be lifted to the lips. In fact, they even have small, vertical, open-loop handles so that they are perfect vessels for sipping piping hot Bouillon (or Broths) without being too small so that you might have trouble employing a Spoon.
