The term Double-Decker refers to any dish of two layers. It is commonly used to describe a Club Sandwich, though that is actually a misnomer. A Double-Decker dish begins with one “deck” (in this case, a slice of toasted bread), followed by a layer of filling. Then another “deck” is placed on the first layer of filling, and that “deck” is topped with a second layer of filling, which is finally topped with a top “deck”. This should technically be called a Triple-Decker, because of the three “decks” involved, but is usually called a Double-Decker, referring to the number of layers of filling.
